Friends,
You should know the text of the Leach Rule 44 Censure passed August 23, 2025. People just do not know what is going on with their representatives.
Here is to my knowledge the text of the censure that was passed. I do not believe you are going to find it on the Collin County GOP website, as requested in the resolution.
RESOLUTION TO CENSURE TEXAS HOUSE DISTRICT 67 REPRESENTATIVE JEFF LEACH
WHEREAS Rule 44 of the Rules of the Republican Party of Texas (RPT), amended June 14, 2025, allows the Party to censure a Republican office holder who takes three (3) or more actions during a biennium in opposition to the core principles of the RPT Platform, or the RPT Legislative Priorities adopted at the most recent State Convention, or both; and
WHEREAS On May 28, 2025, Representative Shaheen filed an amendment to Senator Bob Hall’s SB 2753 for Election Integrity (http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY76FINAL.PDF#page=138. ), the amendment delaying the implementation of the bill until on or after August 1, 2027, effectively postponing the bill’s effectiveness until after the elections in 2028, thereby making the amendment in opposition to RPT Legislative Priority#2, Secure Texas Elections, and Rep. Leach voted for Rep. Shaheen’s amendment (Record Vote #3938) and therefore is a censurable act by Rep. Leach; and
WHEREAS On February 21, 2025 Rep. Jeff Leach filed HB 3162 (https://capitol.texas.gov/tlodocs/89R/billtext/pdf/HB03162I.pdf#navpanes=0), a bill to expand electronic ballots for “certain voters”, an effort previously vetoed by Gov. Abbott, and opposed in this HB 3162 bill by the SREC Legislative Priorities Committee in “89th LP Bill List.pdf”, this bill being against RPT Legislative Priority #2, Secure Texas Elections,. and therefore is a censurable act by Rep. Leach even though the bill did not pass; and
WHEREAS On May 24, 2025, Rep. Jeff Leach filed amendment #1 to SB 12 which would strip wording on page 32 (https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY72FINAL.PDF#page=69), which would result in allowing sexual orientation and gender identity “guidance, activities, and programming” outside of class instruction to be allowed, thereby making this amendment an action in opposition to Legislative Priority #3: Stop Sexualizing Texas’ Kids, and amendment #1 was passed (Record vote 3489) with Rep. Leach voting for it, and therefore is a censurable act; and
WHEREAS on January 23rd, 2025, Representative Leach voted to second the motion of Representative Patterson for the previous question on adoption of HR4 (Record Vote #4, http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY05FINAL.PDF#page=130) introducing standing sub-committees that could and have been chaired by the minority party, and thereby ending the debate on January 23rd, making it impossible to amend HR4 to remove the rule, making this action in opposition to Legislative Priority #4, No Democrat Committee Chairs, and therefore is a censurable act; and
WHEREAS SB17, Senator Bob Hall’s bill, was meant to protect Texas land from foreign adversaries. and Representative Shaheen’s and Rep. Button’s amendment #4 on 5/8/25 weakened the bill by allowing Chinese nationals and other hostile foreign actors to enter the U.S. on tourist visas and buy Texas land, making SB17 ineffective, thereby making this amendment an action in opposition to Legislative Priority #7: Texas is Not for Sale; and also an action in opposition to RPT Principle #3: Preserving individual, Texan, and American sovereignty and freedom, and Representative Leach cast his vote in favor of Rep. Shaheen’s and Rep. Button’s Amendment on SB 17 (Record Vote #1848, http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY59FINAL.PDF#page=98) and so therefore is a censurable act; and
WHEREAS On January 23, 2025, Texas House District 67 Representative Jeff Leach voted to pass HR4 without amendments (Record Vote #9), which resulted in introducing Rule 4, Sec. 8A, Page 149 of House Journal (http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY05FINAL.PDF#page=132 ) as well as Rule 5, Sec. 19A, Page 152, which require face masks that comply with the recommendations of the Centers for Disease Control for committee and subcommittee meetings, and for House or House Gallery attendance, which are actions in opposition to Legislative Priority #8: End Federal Overreach, which demands for Texans not to be faced with any medical mandate, and therefore is a censurable act; and
WHEREAS On May 12, 2025, Rep. Leach voted in favor of HJR 144 (Record Vote #2180 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY62FINAL.PDF#page=59) which would authorize the creation of a Regional Mobility Authority (RMA) that if passed would permit new toll road taxes and duplicative bureaucracy, in opposition to Legislative Priority #8: End Federal Overreach, and therefore is a censurable act; and
WHEREAS On January 14th, Representative Jeff Leach opposed RPT Principle #5, “Personal Accountability and Responsibility,” by violating key Plank 213a of the Republican Party of Texas Platform by voting for Representative Dustin Burrows for Speaker instead of the Republican Caucus Nominee Representative David Cook for Speaker of the House, and instead voting for Representative Dustin Burrows (Record Vote #2, https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY01FINAL.PDF page 24), and therefore is a censurable act; and
WHEREAS On February 5, 2025, Rep. Jeff Leach filed HB 2459 (https://capitol.texas.gov/tlodocs/89R/billtext/pdf/HB02459I.pdf#navpanes=0), a bill designed to weaken Texas law protecting citizens from abusive lawsuits, thereby limiting free speech protections, and although this bill did not pass out of committee, the bill would violate RPT Principle #3, Preserving individual, Texan, and American sovereignty and freedom, Principle #4, Limiting government power to those items enumerated in the United States and Texas Constitutions, and Principle #9, A free enterprise society unencumbered by government interference or subsidies, and is therefore is a censurable act; and
WHEREAS On April 10, 2025, Representative Leach voted against Amendment 51 to SB1 (Record Vote #148 http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY42FINAL.PDF#page=88), which would have required an audit of the $11 billion dollars spent on Operation Lone Star, an action that stood in opposition to the RPT Platform Principle #5: Personal accountability and responsibility, as it denies transparency and oversight of a massive taxpayer-funded initiative, and therefore is a censurable act; and
WHEREAS On April 30, 2025 Representative Leach voted in favor of HB 366 (Record Vote 982 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY53FINAL.PDF#page=50) the Dade Phelan “Meme” Bill, banning AI-generated political memes, in violation of RPT Principle #1: “we support the strict adherence to the original language and intent of the Declaration of the Independence and the Constitutions of the United States and of Texas,” and RPT Principle #3: “preserving individual, Texan and American sovereignty and freedom,” and RPT Principle #4: “Limiting government power to those items enumerated in the United States and Texas Constitutions” by chilling free speech protected by the First Amendment of the United States Constitution, and therefore is a censurable act; and
WHEREAS On May 5, 2025, Rep. Leach voted in favor of HB 104 (Record Vote #1392 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY56FINAL.PDF#page=61 ) for creation of the Texas Future Fund and Texas Future Fund Investment Review Board and permissible uses of money in the Texas Future Fund. This would significantly increase state spending and also grow government with another committee, actions in opposition to RPT Platform Principle #4: Limiting government power to those items enumerated in the United States and Texas Constitutions,” and Platform Principle #9: A free enterprise society unencumbered by government interference or subsidies, and therefore is a censurable act; and
WHEREAS On May 22, 2025, Rep. Leach was a Cosponsor on bill SB 31 and voted Aye on 3rd reading (Record Vote #3194 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY70FINAL.PDF#page=4 ) while this bill opposed RPT Principle #2, The sanctity of innocent human life; Principle #3, Preserving individual freedom; Principle #5, Personal accountability and responsibility; and Principle #9, A free enterprise society unencumbered by government interference; saying this because this bill “will ultimately lead to the loss of more innocent lives” as stated by Rep. Pierson stated in House Journal 5/22/25 pages #5342 (https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY70FINAL.PDF#page=4 ), and because “this bill will likely lead to a future scenario where more abortions are performed in Texas” as stated ty Rep. Hopper on House Journal Page #5341, on 5/22/25, therefore supporting this bill is a censurable act; and
WHEREAS On May 25, 2025 Rep. Jeff Leach voted Yes to SB 22 (Record Vote #3545 http://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY74FINAL.PDF#page=6) for spending more Taxpayers money to promote the moving image industry in Texas, Representative Leach violated RPT Principle #5, “Personal Accountability and Responsibility,” and RPT Principle #9, “A free enterprise society unencumbered by government interference or subsidies,” by supporting state funding of private enterprise, in opposition to RPT Principles, this vote is therefore a censurable act; and

Leach voted in favor of SB 974 (Record Vote #3901 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY76FINAL.PDF#page=81 ), a bill which would permit school district employees to be on appraisal boards, constituting a clear conflict of interest because school districts benefit from higher appraisal values, and a bill vetoed by the Governor, this bill was in opposition to RPT Principle #4, Limiting government power; Principle #5, Personal accountability and responsibility; and Principle #9, A free enterprise society unencumbered by government interference; so voting for this bill is a censurable act; and
WHEREAS On April 15, 2025 and May 31, 2025, Representative Jeff Leach voted in favor of SB1 (Record Vote #174 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY44FINAL.PDF#page=8 ) and (Record Vote #4101 https://journals.house.texas.gov/hjrnl/89r/pdf/89RDAY79FINAL.PDF#page=9 ), SB1 being the Texas state budget, which significantly increases state spending and expands government operations in opposition to RPT Principle #4, Limiting government power to those items enumerated in the United States and Texas Constitutions, and RPT Principle #9: A free enterprise society unencumbered by government interference or subsidies, so voting for this bill is a censurable act; and
WHEREAS, (19) Representative Leach voted in favor of the following resolutions and motions granting the legislature permission to adjourn for more than three days, failing to comply with the Republican Party of Texas Principle #5: Personal accountability and responsibility:
· January 15, 2025 SCR 7 adjourn January 15, 2025 and ending January 22, 2025 (7 days) (Record Vote #5)
