Shaheen reprimanded!

On Monday 10/6/2025 the Collin County Republican Party met and publicly condemned State Representative Matt Shaheen.  It is a big deal for hundreds of precinct chairs from across Collin County to meet and condemn one of our elected officials. He was condemned for repeatedly failing to live up to our standards.

Shaheen was already recognized across the state by Republican activists as a terrible legislator, being tagged a "Joker" in the House of Bad Cards:  https://houseofbadcards.com/g2_card.php?pid=54ho1

Political commentators like Luke Macias have called him out for his failures:  https://www.facebook.com/reel/2234080720371854
At the bottom of the screen is this text:
Today we break down why Governor Abbott is having to fight to undo the damage that Matt Shaheen did to election integrity this session

Then, after hearing feeble and failed attempts by Shaheen supporters to defend him, the Collin County Executive Committee passed the resolution of reprimand.

This is important because it shows that the precinct chairs were thinking for themselves, that they didn't like being fed baloney, and that they demanded good representation.  The Collin County GOP should be the front line for good government.  Monday night the party lived up to its higher standards.

If someone tells you that resolutions are meaningless, remind them that we went to war with a resolution:  the Gulf of Tonkin Resolution (https://en.wikipedia.org/wiki/Gulf_of_Tonkin_Resolution)

Here is the text of the Shaheen reprimand.

RESOLUTION OF REPRIMAND OF STATE REPRESENTATIVE MATT SHAHEEN

WHEREAS, the Republican Party of Texas has established clear Legislative Priorities to guide the actions of Republican officials in the Texas Legislature; and

WHEREAS, State Representative Matt Shaheen of House District 66 has repeatedly taken actions that are in direct conflict with the Legislative Priorities of the Republican Party of Texas during the 2025 legislative session and special sessions; and

WHEREAS, the Collin County Republican Party County Executive Committee finds these actions to constitute substantial violations of Party trust and legislative mandate; and the Collin County Republican Party affirms the RPT Legislative Priorities and the duty of Republican officeholders to uphold them; and

WHEREAS, the following recent actions stand as clear violations of Republican Party of Texas Legislative Priorities:

1. Amendment to SB 2217 Allowing Same-Day Voter Registration

On May 27, 2025, Representative Shaheen introduced and sponsored an amendment to Senate Bill 2217 (Record Vote # 3793), permitting same-day voter registration through address updates. This measure was widely criticized by election integrity organizations and Gov. Greg Abbott as a serious threat to election integrity and ballot security. The measure drew alarm from local election officials and directly violated RPT Legislative Priority #2: Secure Texas Elections. Action was required in the special session of the State Legislature to undo the impact of Representative Shaheen’s amendment.

2. Failure to Advance Closed Primaries (HB 951)

On March 6, 2025, House Bill 951, which sought to implement closed party primaries in Texas, was referred to the House Elections Committee. Representative Shaheen, serving as Chair, failed to hold any hearings or allow a vote House Bill 951, thereby effectively killing closed party primaries in committee and directly undermining grassroots Republican demands for secure and fair elections, in violation of RPT Legislative Priority #2.

3. Weakening Foreign Land Ownership Protections (SB 17)

On May 8, 2025, Representative Shaheen co-authored and voted for Amendment #4 to Senate Bill 17 (Record Vote #1848), which would still permit foreign actors from hostile nations, including Chinese nationals, to buy Texas land simply by entering the US on a tourist visa—severely weakening the bill’s purpose and effect thereby violating RPT Legislative Priority #7: Texas Is Not for Sale, and Principle #3: Preserving Texan and American sovereignty.

4. Undermining Parental Rights and Child Protection in Schools (SB 12)

On May 24, 2025, Representative Shaheen voted in favor of an amendment to Senate Bill 12 (Record Vote #3489), which weakened the prohibition on instruction on matters of sexual orientation and gender identity in Texas schools by limiting the prohibition only to persons “to whom the district or school has delegated teaching responsibility” allowing for other third-parties to continue to provide instruction, activities, and programming regarding sexual orientation and gender identity in Texas schools. This action subverted RPT Legislative Priority #3: Stop Sexualizing Texas' Kids.

5. Supporting Expansion of Mail-In Balloting (HB 2442)

On May 14 and 15, 2025 (Record Votes #2497 and #2615), Representative Shaheen voted in favor of HB 2442, which expanded mail-in ballot use and weakened election security protocols, despite clear opposition from the Republican Party of Texas and the State Republican Executive Committee, who specifically identified the bill as susceptible to fraud and detrimental to public trust—constituting a serious violation of RPT Legislative Priority #2, Secure Texas Elections.

NOW, THEREFORE, BE IT RESOLVED, The Collin County Republican Party Executive Committee hereby finds that State Representative Matt Shaheen violated the above-enumerated Legislative Priorities of the Republican Party of Texas; and

BE IT FURTHER RESOLVED, that the Collin County Republican Party Executive Committee hereby formally admonishes and reprimands State Representative Matt Shaheen for violating said key Legislative Priorities of the Republican Party of Texas ; and

BE IT FURTHER RESOLVED, that State Representative Matt Shaheen is urged, in the future, to carefully consider all of his legislative actions as a state representative and State House committee chair to ensure that all such actions conform to the Legislative Priorities established by the Republican Party of the State of Texas; and

BE IT FURTHER RESOLVED, that this Resolution will be added to the Collin County Executive Committee records and be made available to the Republican Party of Texas and the public to reinforce the standards expected of Republican officeholders in conformity with the Legislative Priorities of the State Republican Party.
